About Primary Purpose
Primary Purpose Advisory is led by Toby Dagg, a former Australian Public Service Senior Executive with over two decades of experience in law enforcement, child protection and digital regulation. Over his career, he has focused on strengthening integrity, safety, and accountability in complex public environments. Toby’s work has encompassed complex and high-profile investigations, enforcement and compliance actions, and the oversight of strategic regulatory frameworks designed to keep Australians safer online.
During more than a decade with the Australian eSafety Commissioner, Toby built and led specialist investigative and regulatory functions, developed safeguarding and governance mechanisms to protect vulnerable people at national scale, and advised governments, boards, and not-for-profit organisations on navigating emerging regulatory and digital-risk challenges. He brings a steady, practical approach to helping leaders manage scrutiny, navigate rapidly-changing regulatory requirements, improve organisational capability, and act with clarity and confidence.
